With this week's announcement that Bulgaria has been accepted for full membership in the European Union, came a significant provision that the country must make far-reaching reforms and tackle the corruption for which it has been notorious. And this emphasizes the need for effective technology, not only to raise ethical standards but to provide a firm financial basis, where prosperity can come from honest enterprise.

But on the other hand, those responsible for the decision, point to Bulgaria being one of the poorest nations in Europe with a flawed record on fighting corruption.
